Visiting the kiosk works as i2p is: sometimes you have to retry, but most of reading the kiosk is 1 click in my experience.
The upload process over http seems a little bit dfferent than get. I think that could be involving that in i2p sometimes connections breaks and that in usual tunnels change ever 10min (or so). So when the upload need longer than that it could get problematic.
assuming 20000KB file / 600sec = 33KB/s not to high for tor or i2p.
Or maybe there is somewhere a timeout for the connection, like in irc over i2p which should be increased to avoid disconnections from the server.

the core2duo is approx. 6-10 times faster in pow as the pi3
only matters in the unusual case that you want to upload more than 2kb filess to bitmessage.
For text and files under the 1-2kb, rpi3 times are ok.

At the moment i run bitchan with qemu kvm
2gb ram and 2 cores and some changes in the cpuset to suits it more for the underlying hardware used.
So far i can say that this runs quite well with port forwading ssh. I tested file uploading and with the change in 1.3 to not run scrypt parallel it will leave the system minimum at 2gb (for the scrypt part, other runs fine with 1gb ram).

and qemu makes it easy to move between machines.
